Overview

A seasoned RWD/RWE Transformation Expert / Project Manager is required to support the operationalization of a new RWD/RWE governance framework and operating model across the organization. This role partners closely with the PMO lead, medical and scientific stakeholders, and cross-functional business teams to ensure effective adoption of new processes, roles, and decision pathways, ultimately transitioning them into business-as-usual (BAU) operations.

The ideal consultant brings deep expertise in real-world data/evidence environments, change management, operating model implementation, project management, and enterprise transformation.

Key Responsibilities

Governance & Operating Model Deployment

  • Lead implementation of the new RWD/RWE governance model, including committees, roles, workflows, documentation, and decision rights.
  • Translate high-level governance designs into actionable processes, SOPs, guidance documents, and templates.
  • Ensure governance alignment with regulatory, privacy, quality, and compliance standards.
  • Partner with functional leaders to embed governance responsibilities and clarify accountability.

PMO & Transformation Leadership

  • Work closely with the PMO lead to execute a structured rollout plan with defined milestones, success metrics, and risk mitigation strategies.
  • Drive cross-functional coordination and ensure consistent adoption across R&D, OBU, CSPV, JBU, ASCA, and GCS.
  • Support PMO reporting: progress trackers, dashboards, status summaries, decision logs, and change requests.
  • Identify barriers to adoption and co-develop solutions to eliminate operational challenges.

Change Management & Stakeholder Engagement

  • Develop and deliver change-management materials including communication plans, training content, FAQs, onboarding guides, and workflow maps.
  • Facilitate stakeholder workshops and training sessions for new processes.
  • Communicate complex RWD governance concepts effectively to technical and non-technical stakeholders.
  • Build strong relationships to drive alignment and promote responsible data practices.

Transition to Business-as-Usual (BAU)

  • Define and refine BAU ownership, process stewardship, and long-term governance checkpoints.
  • Ensure processes are stable, scalable, and integrated into existing operational workflows.
  • Monitor early-stage BAU performance and implement improvements as needed.

Skills

Required

  • 10+ years of experience in RWD/RWE, data governance, project management, or related areas.
  • Proven leadership in organizational change and operating model transformations.
  • Strong understanding of the RWD/RWE lifecycle: data acquisition, curation, access, analysis, and evidence generation.
  • Experience collaborating with PMO leads on complex, multi-stakeholder initiatives.
  • Excellent communication, facilitation, and stakeholder management capabilities.
  • Ability to manage ambiguity and establish structure in evolving environments.

Preferred

  • Experience in pharmaceutical/biotech RWE functions, data governance, or data strategy.
  • Familiarity with compliance frameworks (GDPR, HIPAA, data access policies).
  • Background in management consulting, change management, or transformation programs.
  • Flexible contractor schedule aligned with project needs.
  • Occasional in-person workshops or stakeholder sessions may be required.

Education

  • Bachelor’s degree in science, management, or a related field.

Pay: $120.00 - $121.00 per hour

Expected hours: 40.0 per week
