Looking for Lead Generation/Email Marketing for HR Consultant

We are a small HR consulting and training company, and we're looking for someone to help us with cold outreach to clients in the UAE and GCC region. We've had some expereince using Apollo but were not happy about it (wrong emails for prospects, not enough viewed emails) and looking for someone who is experienced doing cold outreach through email to help.

Our clients are small and big companies in the UAE and gulf region, and thus looking for someone with expereince of the nature of clients in the region, to even advice if other approaches would be better.

Ideally you'd have your own tools, accounts, sites if these are needed for emailing.
