POSITION SUMMARY

The Director of Marketing and Business Development (DMBD) is responsible for planning, coordinating, and implementing marketing and business development activities for multiple business divisions. This role promotes program participation to community agencies and partners, identifies growth opportunities, manages requests for proposals, and develops and maintains marketing materials. The DMBD performs job duties according to the agency's mission, vision, and philosophy.

SUPERVISORY RESPONSIBILITIES

This position is responsible for supervising Information and Referral Specialists.

REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor’s degree in marketing, communications, business, public health, public service, or related field with at least five (5) years of experience in human services, business development, marketing, and data analysis.
  • Progressive experience leading community partnership development, business development initiatives, and marketing efforts within healthcare and/or human services organizations
  • Experience building community and industry partnerships and supporting organizational growth initiatives.
  • Experience supervising staff and managing cross-functional projects.

PREFERRED EDUCATION AND EXPERIENCE

  • Master’s degree with at least two (2) years of experience in human services, business development, marketing, and data analysis.

ESSENTIAL FUNCTIONS

  • Draft, plan, coordinate, implement, and evaluate marketing and business development activities, policies, procedures, and safety guidelines to provide a quality participant experience.
  • Identify, research, and report business development (RFPs, grants, etc.) and marketing opportunities.
  • Coordinate new venture/opportunity deliverables, timelines, and approvals.
  • Directs and implements outreach strategies, including but not limited to marketing plans, advertising campaigns, and promotional activities, to ensure they are executed on time and that they align with organizational priorities.
  • Develop and maintain strong working relationships with professional and community partners.
  • Attend and participate in program promotion activities and community events, supporting staff involvement and promoting the program through public presentations, demonstrations, events, and newsletter contributions.
  • Communicate organizational process changes and departmental progress to the Board of Directors weekly.
  • Communicate activity schedule plan reports, program, and project progress reports to the Vice President of Community Partnerships weekly.
  • Communicate organizational goals to personnel at every organizational level to ensure consistent internal messaging, promote understanding, and encourage early adoption.
  • Maintain a thorough understanding of eligibility requirements, application procedures, and service delivery systems of local, state, and federal resources and programs, which apply to individuals with intellectual and developmental disabilities.
  • Develop and maintain a working knowledge of legislative and regulatory issues affecting organizational services and the broader human services/healthcare landscape.
  • Support the recruitment, hiring, training, and supervision of MBD staff.
  • Provide employee coaching and continuing education training as needed, reporting professional development needs to Training.

  • Assist with annual program budget development and monitor regional resources to support priorities with fiscal responsibility within the approved budget.

  • Demonstrated abilities in data collection, analysis, and reporting, budget management, strategic planning, and maintaining regulatory compliance.
  • Promote programs and initiatives to diverse audiences through clear, confident public speaking.
  • Participate in short- and long-term business development strategic planning.
  • Ability to analyze data trends, evaluate opportunities, translate insights, exercise sound judgment, and make informed recommendations.
  • Ability to build collaborative relationships with internal leadership and staff, and external stakeholders and partners to drive organizational success.
  • Ability to navigate changing environments with ease and proactively identify and address challenges.
  • Maintain knowledge of emerging products, services, and potential competitors.
  • Collaborate with other departments to meet annual program performance measures.
  • Participate in the Quality Assurance improvement efforts through annual reports.
  • Conduct performance evaluations that are timely and constructive.
  • Adhere to the privacy and confidentiality of client records and communication as outlined in HIPAA regulations and agency policy.
  • Maintain proper use of company equipment, including a laptop and mobile phone.
  • Participate in regularly scheduled meetings and complete training as required to execute job duties and as requested by the DDA and Optimal.
  • Notify the immediate supervisor before the start of the workday if unable to report to work.
  • Identify opportunities to update or improve policies and procedures and communicate recommendations to the Board of Directors.

WORK ENVIRONMENT

  • Work is remote-based with regular in-person travel in the community.
  • Work may involve exposure to uncomfortable and unpleasant surroundings.
  • Work may involve exposure to hazardous conditions, which may result in injury.
  • Work may require the use of protective equipment such as goggles, gloves, masks, etc.
  • Work may involve personal contact with individuals served, their families or guardians, and agency representatives in the home, program, workplace, and community or social environments.

PHYSICAL DEMANDS

  • Being in a seated position for extended periods of time.
  • Manual dexterity is required to manipulate small objects, such as using a keyboard.
  • Strength to lift and carry files weighing up to 10 pounds.

POSITION TYPE AND EXPECTED HOURS OF WORK

  • The introductory period will last 90 days from the employee’s start date.
  • Full-time, 8:30 a.m. to 5:00 p.m., Monday through Friday, with periodic evening/weekend availability to attend community events and meetings as required.
  • Flexibility to meet participant availability outside regular work hours.
  • As an “essential” employee, you may be called upon to assist with natural disasters and public health emergencies.

ADDITIONAL ELIGIBILITY QUALIFICATIONS

  • Ability to make personal contact with individuals served, the family/guardians, and agency representatives in the home, program, workplace, and community or social environments
  • Ability to operate a motor vehicle and reliable personal transportation
  • Current active driver's license and automobile insurance
  • Reliable personal transportation
  • Current and active CPR and First Aid certification
  • Normal tuberculosis skin test (or Chest X-ray within 12 months)
  • At least three (3) letters of reference (must be in good standing)

WORK AUTHORIZATION/SECURITY CLEARANCE

  • Proof of authorization to work lawfully in the United States is required.
  • Federal or state security clearance is not required.
  • Not been determined to be:
  • Simultaneously employed by another DHMH-licensed agency
  • On the Medicaid exclusion list
  • Convicted of a crime of violence in violation of Criminal Law Article 14-101, Annotated Code of MD
  • In violation of Health-General Article 7-1102 annotated code of MD
  • A person with a criminal history that would indicate behavior potentially harmful to people receiving services is documented through a state and federal criminal background check.
