What You Will Be Doing

This position functions as the Department of Revenue’s primary web developer and content architect, responsible for designing, developing, maintaining, and enhancing the Department’s Internet and Intranet web presence using modern web technologies and content management systems. This includes full lifecycle support for internal and public-facing sites through tools like Microsoft SharePoint Online (O365), Sitefinity CMS, and supporting technologies.

The incumbent independently evaluates business needs and translates them into accessible, standards-compliant, secure, and engaging web solutions. This position operates with a high level of technical autonomy and collaborates with program subject matter experts and stakeholders across all divisions.

The Working Environment You Can Expect

This position will be located in either the Atwood Building in downtown Anchorage or the State Office Building in Juneau—both centrally situated near restaurants, shops, and public amenities. The employee will work in a standard office environment using a modern Windows workstation, with no regular travel required.

Who We Are Looking For

Web Technology: Knowledge of web technologies, CMS platforms, accessibility standards, UI/UX, and web security/privacy practices.
Software Development: Knowledge of principles, methods, and tools for designing, developing, testing, and maintaining software.
Requirements Analysis: Ability to identify, analyze, and translate functional requirements into technical solutions.
Standards: Knowledge and application of established standards (accessibility, security, coding standards, policy compliance).
Planning and Evaluating: Organizes work, sets priorities, manages workload, evaluates outcomes.

Four years of computer programming experience in a recognized computer language. One year of this experience must have been in a business application, scientific application, microcomputer or computer information management support specialty.

Substitution

A bachelor's degree with a major in Computer Science (CS) or Computer Information Systems (CIS) or a related degree with (18) semester/(24) quarter hours of CS or CIS may substitute for one year of the required experience. An associate's degree in Computer Science or Computer Information Systems may substitute for nine months of the required experience.

An applicant who is considered under the Substitution above qualifies to apply for this job class IF the applicable coursework is completed within three (3) months of hire. Under this option, an applicant may receive a conditional job offer; however, proof of completion will be required prior to final appointment and reporting for duty.

SPECIAL NOTE ABOUT THE POSITION

This position requires successful completion of a background investigation and continued eligibility to access sensitive financial and taxpayer information. The selected candidate must meet all requirements for compliance with IRS Publication 1075 and State of Alaska information security standards. Failure to maintain required clearance or compliance may result in removal from the position.
This position requires strong independent communication skills and the ability to explain technical concepts to non-technical audiences. Applicants should be comfortable working within enterprise content management platforms such as Sitefinity and SharePoint Online, and be prepared to follow accessibility, security, and information architecture standards as outlined in department and enterprise policy. Occasional collaboration with external vendors and state enterprise IT staff may be required.

COVER LETTER

Your cover letter should specifically describe

Your experience serving as the primary or lead administrator/developer for a web platform or CMS, including the scope of responsibility and level of independence.
Your experience implementing or maintaining accessibility, security, or other technical standards (e.g., WCAG, policy compliance, coding standards) in a production environment.
An example of how you translated business or stakeholder requirements into a technical web solution, including how you prioritized work and managed competing requests.
Your approach to independently managing workload and reporting status to leadership or executive stakeholders.

The cover letter will be used as a writing sample and to assess your ability to clearly communicate technical ownership, standards compliance, independent decision-making, and readiness to operate as a senior-level Web Administrator.
