The Idaho Department of Health & Welfare, Division of Management Services, is seeking two full-time, limited-service, motivated Rural Health Transformation Grants/Contracts Officers to join our Contracts and Procurement Services (CAPS) team in downtown Boise to support the Rural Health Transformation program.

- Share your knowledge by providing technical assistance and training for department staff on all things procurement related.

This position may be eligible for limited telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.
This is a limited-service position. Length of limited-service appointments are determined by the availability of funds such as grants, alternative funding sources and/or timeframes such as pilot projects, alternative funding sources or program termination.

EXAMPLE OF DUTIES
- Implement a landmark, 5-year, multimillion-dollar federal grant revitalizing rural healthcare access across Idaho.
- Handle advanced and complex assignments with independence and good judgment.
- Guide internal customers on the appropriate procurement path.
- Develop subgrants and contracts.
- Have a familiarity with the State of Idaho Procurement Act and IDAPA.
- Analyze and explain legal, risk, and business considerations.
- Develop, post, and review solicitations for responsiveness.
- Perform related work to support efficient and compliant operations.
MINIMUM QUALIFICATIONS
You must possess all the minimum qualifications below to pass the exam for this position. - Experience developing grants or contracts including identifying goals and timetables and determining program needs and funding. Typically requires at least one year of experience preparing grant or contract applications including assessing and determining program needs and funding, identifying goals and establishing timetables, and negotiating terms and conditions OR at least one year of experience providing technical assistance in all aspects of grant or contract development.
- Experience monitoring and evaluating grant or contract activities and expenditures. Typically requires at least one year of experience monitoring and evaluating grant or contract activities for compliance with grant or contract provisions, laws and regulations AND evaluating appropriateness of expenditures for contract activities OR at least one year of experience evaluating requests for proposals (RFPs), recommending proposal awards, negotiating final proposal provisions and reviewing proposal activities for compliance/conformance OR providing technical assistance in all three areas (grants, contracts, and proposals).
- Experience interpreting laws, regulations, and policies and advising on their requirements. Typically requires at least one year of experience interpreting and applying laws, reviewing information or documents for compliance with laws and regulations or explaining to others how laws and regulations apply to specific situations.
- Experience evaluating statistical and financial information and developing reports of findings. Typically requires at least one year of experience evaluating and analyzing statistical and financial information and preparing narrative or statistical reports of findings.
